IFC on the “Students First Safety Act” in the Iowa Legislature

(DES MOINES, Iowa) – The Iowa Firearms Coalition (IFC) welcomes the introduction of the “Students First Safety Act,” HSB675, a bill that creates a pathway for Iowa school districts to arm trained staff.

The bill will be brought before the Public Safety subcommittee on Monday.

“If you see a fire starting in your home, do you grab the fire extinguisher and put it out, or just dial 911 and wait for the fire department to arrive after it’s totally engulfed?” said IFC President and Des Moines area police officer, Dave Funk. “IFC is grateful to the legislature for bringing this bill forward, addressing issues of critical importance.”

While IFC is encouraged legislators are taking steps to protect Iowa’s children in the classroom, the existing proposed legislation leaves room for improvement. IFC looks forward to working with lawmakers to refine the bill to include:

  • Protection for all Iowa school districts, not just the largest and wealthiest in the state. 

  • A training program for all willing educators. 

  • Closing the insurance discrimination loophole, which has allowed for insurance companies to hold the safety of Iowa children hostage at the expense of woke corporate policies.

Two school districts in northwest Iowa had planned on implementing armed staff as soon as the 2024 school year but withdrew their plans once Des Moines based EMC insurance notified the districts that their insurance policies would not be renewed if the plan went into effect.

“We’ve had meetings with the schools, we’ve had meetings with the insurance companies. I’m working with the Senate to make sure we have a collaborative bill we can do something with,” said Rep. John Wills (Dickinson County).

IFC further recommends legislators use “Time and Math” when debating the bill and to look beyond School Resource Officers (SROs) as the only solution to protecting students. While IFC acknowledges the important role of SROs in Iowa schools, in particular how they provide mentorship to students, it is unrealistic to think that a single peace officer is always going to be at the right place at just the right time when evil strikes.

IFC has been working with retired Army Officer and schoolteacher Ed Monk to bring a fact-based approach to the Capitol in the wake of the tragedy at Perry High School. Monk was further part of a team of experts that led the Iowa Educators Academy, an intensive IFC program that taught more than a dozen school administrators and staff members on how best to respond to a crisis, last year.

“If you don’t stop a threat within thirty seconds to one minute, you often see double digit victim counts,” said Monk. “You want the lowest possible victim count and that means an immediate response. You can’t argue against Time and Math.”

IFC is calling on Iowans to contact their local representatives and senators and demand they find a solution to insuring school districts that understand the reality of Time and Math.

The Students First Safety Act / Iowa House Study Bill 675 has been rolled out. By the time this President’s Message Blog has been published, it’s had its first hearing up at the Iowa State House. 

HSB675 needs some work before IFC can fully support it. You can find more details here about the bill by IFC past Chairman Michael Ware. But I’d like to point out to you how the Iowa State Education Association feels about your kid’s safety, time, and math. 

“Melissa Peterson from the Iowa State Education Association says firearms in the schoolhouse is a risky idea. “Accidents always happen when you’re around students regardless of what age they might be, and we think that quite frankly the stakes are just too high. We should not take the risk. More firearms does not equal more safety,” Peterson said.

Peterson says school resource officers can negatively impact the learning environment for students who have adverse relationships or perceptions of law enforcement. Some school districts have done away with SROs for that reason.”

That quote is from a February 9th, 2024  KCRG story, and my hat is off to reporter Conner Hendricks for presenting both sides of the issue.

My concern is that our statewide teachers union does not live in real-ville. Most thinking adults know the fastest way to stop an attacker is to shoot them right now. Not in ten minutes, but right now. Reducing the potential number of victims by terminating the attacker’s ability to continue immediately beats calling 911 and waiting several minutes or more for a police response. 

Oh, and the safest kids’ sports in the United States are shooting sports and archery, go figure. Even Time Magazine in a March 7, 2019 article about High School Clays in Minnesota:

“As for safety: more than 70,000 students have fired 42 million shots since 2008. No one has reported a single injury, according to the league.”

For those who think I might be picking on the ISEA because it’s a union, know this: As a retired member of the Airline Pilots Association (the Pilots Union) and an ALPA Security Coordinator, I fully support employees’ rights to organize. But let’s remember who led the charge to arm pilots with handguns after 9/11…it was the pilot unions in America. 

I get that ISEA is a business, but my advice to Ms. Peterson is to get out of the woke propaganda business and back to doing what’s best for our kids.

PRESIDENTS MESSAGE: Is VP Harris Being Set Up To Fail Again?

Is Vice President Harris being set up to fail again, as she heads up the new Office of Gun Violence Prevention? Or is this the one case where she has an adequately intelligent staff to do actual harm to America’s right to defend themselves as enshrined by our Federal Constitution’s Second Amendment and Iowa’s 49th Amendment? 

Depending on who you ask, she will either muck it up completely like she has everything else she touches, or possibly the goons from Everytown and other Organizations will finally have the funding and power they need to impose on the rest of America the mess they are making in New York and other “blue” states. I tend to think she might appear to get something done for the gun controllers, but it will not turn out the way they expect. I think there are two main reasons why.

First, with the large number of minorities and women who are new gun owners as a result of the overreaching by the nanny state during Covid, I see this as a ‘bridge too far’ in the current political climate to expect all those gun owners to just lay down their arms like the Governor of New Mexico recently advocated.

Just the Facts, Ma’am

The second is the logistical nightmare that prohibition would bring. Back in 2018, I wrote an article for ClashDaily.com about the problem that searching the United States for millions of firearms would present. Here is part of that article:

… Let’s ask them about the logistics of finding and seizing the over 500 million firearms in America. 

There are 199,672,842 acres of land in just the lower 48 states. Let’s do the math:
199,672,842 acres Divided by a maximum of 250,000 trained searchers (it will take time to screen, hire and train them).

That would be 798.691 acres per searcher (45,560 square feet per acre), if they worked alone at least three days per acre = 19,168.59 hours based on eight hours per day of work (union contracts after all!)

At normal full time employment rates of 2000 work hours per year, it would take 9.58 years to search just the lower 48 States for guns, assuming the entire search force would actually survive the process, unlike back in 1776 when American’s just shot the British troops who showed up to take their arms and ammunition…

Leftists must think that math does not apply to them, or perhaps it’s a problem only those schooled in common core math can solve. We can all hope that the recent rejection by a Federal District Judge of the California magazine capacity limit as unconstitutional is another example why VP Harris will eventually fail. The law is on the Rights of the People’s side.

Laws for Me But Not for Thee

Once again, “the Cat’s away, so the mice will play!”  Our illustrious President, Dave Funk is burning the candle at both ends working at the Iowa State Fair these days, so I’m on tap for this week’s President’s Message.  You’re going to get a veritable stew, if you will — there’s a lot going down these days.

Laws for me but not for thee!  Can you think of a current case where this applies?  (Can you think of one where it Does NOT Apply?!)

First, in today’s news, Hunter Biden’s attorneys are arguing that the sweet diversion deal on the gun charge (you know, the one that DOESN’T send him to jail?), yeah…Anyway, his attorneys are arguing that even though the entire plea deal fell apart in court under the judge’s scrutiny in late July, the deal on the gun charge is separate and still binding.  Really?

Specifically, a Fox News article reports:

Hunter Biden’s legal team said in a Sunday court filing that federal prosecutors reneged on a plea deal reached by both parties in June, and an agreement reached on a felony gun charge against the president’s son still stands.

The article goes on to report:

The filing says “the Defendant intends to abide by the terms of the Diversion Agreement that was executed at the July 26 hearing”…

Of course, this filing came two days after Attorney General Merrick Garland appointed David Weiss as special counsel to lead investigations into Hunter Biden.  This is the same U.S. Attorney for Delaware who led a very slow and lax prosecution into the tax and gun charges eventually levied against Hunter Biden and who crafted the original “sweetheart deal” on both that came apart in court last month.  (Funny, I seem to recall that when the judge clarified with the prosecutors that immunity from additional crimes would not apply to Hunter, HIS attorneys declared – in court – that the entire agreement was “null and void”).  Here is a link to the full article, if you care to read it: Hunter Biden’s Attorneys Argue Gun Deal Still Stands

Growing up as a military brat, I learned ALL the acronyms — including RHIP (Rank Has Its Privileges)!  Indeed.

School Districts Arming Staff & Employing More Security

In the aftermath of Uvalde, Texas conservative lawmakers have been pushing for more teachers to be armed.  Although many teachers have voiced opposition, “the strategy is catching on with more and more isolated school districts, like Harrold, where the nearest officer is miles away”.    In this article (now over one-year-old), Harrold Independent School District Arms Half of its Staff, this very remote small rural school district on the Texas/Oklahoma border has armed fully one-half of its staff to thwart any would-be active shooter threats.  Cody Patton, Superintendent of Harrold Schools, says:

I have two daughters in this school…But basically every kid who walks in that door is my child, and I’m responsible for their safety and make sure they get home to mom and dad at the end of the day.  So we want to give our employees whatever they need to protect our kids.

    So how does the general public feel about this idea?  In this 26-minute YouTube video from Bearing Arms, Cam & Co. Research Shows Armed Teachers Save Lives, Cam interviews Dr. J. Eric Dietz with the Homeland Security Institute at Purdue University about effective measures to save lives.  Dr. Dietz says that “so much of what’s going on, isn’t accomplishing that”.  Dr. Dietz says that, based on their research, an on-site school resource officer who responds without delay can reduce casualties by about 70%, but stated that when you add just 5% of teachers with concealed carry, you can have even better casualty reductions.  He went on to say that if armed teachers were focused on just protecting the kids in their classrooms, they could further reduce casualties by another 5-10%.  The video also discusses the reality of police response time, saying in most places in the country it ranges between 5-10 minutes, and sometimes more.

Public attitudes toward this idea are changing:  A poll by the Trafalgar group polled 1,091 general election voters and found that 57.2% of the respondents said they felt a school shooting situation would be more dangerous without armed teachers.  The video is worth listening to and the link is above.

Meanwhile, here in Iowa…IFC Educators Academy Begins!

     IFC is launching its first-ever Educator Academy beginning this morning.  For the next three days, selected scholarship applicants — all of whom are employed by an Iowa school — will be getting intensive training on Active Shooter Response.  The premier trainers (Lt. Col. Ed Monk (U.S. Army Ret.) & owner Last Resort Firearms Training) and Adam Winch (Former Law Enforcement and Military Policy Officer with duties including SWAT, Quick Reaction Team, and trainer for Colorado National Guard) and John McLaughlin (Chair of Iowa Firearms Coalition, Active Self Protection and NRA certified firearms trainer) will review the statistics and realities of active shooter events, discuss in-depth what works (and what doesn’t) to counter an active shooter, put the participants through the paces with safe gun handling, dry fire practice, drawing from concealment and then on to live fire drills, then timed live fire drills.  Participants must shoot qualifying scores to pass.  In addition, there is a trauma medicine segment.  This is not for the faint-hearted and I guarantee you the participants will be bone tired when this event concludes.  Stay tuned next week for a recap!

IFC at Brownell’s GunCon!

GunCon2023!

IFC was at Brownell’s GunCon Saturday and what a blast!  Lots of vendors showing off cool guns, suppressors, gadgets, gear, tech, dry fire systems, and ammo, among other things.  Even the tornado watch alerts added to the excitement.  There were several panel discussions throughout the day by social media influencers who responded to audience questions — [Click HERE (and scroll down) to see a list of the participants & sponsors].  A few of the panelists were sharing the broadcast on their YouTube channels.  Folks who were streaming the event remotely were also able to submit questions.  There were other ad hoc presentations throughout the day as well — for example, they had an emergency first aid session, a reloading demonstration, and so on.

The atmosphere was upbeat and most of the vendors participated in a raffle prize giveaway.  Lucky winners won guns, holsters, ammo, suppressor cans, scopes, an air rifle, optics, muzzle flash suppressors, and on and on!  A meal ticket and five raffle tickets were given to each participant with their admission.  If you didn’t make it this year, keep a close eye out for future GunCon announcements because the tickets this year sold out in three days!

Thank You Brownell’s – A Great Event!

Brownell’s facility is top-notch!  It is immaculate and well-constructed.  I was impressed by their warehouse, their cafeteria, and the obvious importance they place on integrity, ethics, and workmanship.  Everything about the day was flawless.  It was clear that Brownell’s put tons of effort into putting together a great event.  There was a whiteboard with squares for ‘sticky notes’ where employees could anonymously and quickly share suggestions for improvements.  The atmosphere reminded me of a software firm where I used to work.  IFC is proud to have Brownell’s as a Trusted Partner!

The IFC team was there to spread the word about the work being done by the Iowa Firearms Coalition, our upcoming events, our effectiveness at getting 2A-friendly legislation passed since inception, and also at preventing bad gun bills from seeing the light of day.  We sold some hats and shirts, but mostly we talked and responded to questions from current and new members.  We signed up several new members and spoke with anyone willing to stop for a moment.  Our location was phenomenal:  we were set up just to the side of the seating area where everyone came to listen to the various presentations.

And this brings me to what turned out, for me, to be the most impactful part of the day.  Next to us, the only other gun rights organization present was Gun Owners of America.  They have hired Stephen Willeford, “The Barefoot Defender”, as their national spokesperson.  Iowa Firearms Coalition had invited Stephen to be our guest speaker at our 2022 Lobby Day and also to attend and speak at the IFC-PAC Dinner that evening.  I remember being gobsmacked by his story.  He is well worth listening to…this ordinary human being who was called to do an extraordinary thing when the Sutherland Springs Church in Texas was attacked, resulting in 26 deaths.  If not for Stephen, there would have been many, many more.

I am one of those people who might react immediately but I “think slow”.  By that I mean that I often find myself reflecting on what I learn, or hear, or see, for months and sometimes even years after an event.  Gradually, it fits in its own niche, somewhere deep in my psyche.  Such has been the case with hearing Mr. Willeford speak in February 2022 — it’s taken me some time to process his message, and the events of that day.  So, I took the opportunity to talk with him a bit more on Saturday, and bought another copy of his book, A Town Called Sutherland Springs, which he autographed for my son.

Sunday, I re-read my own copy, fresh from talking with him.  It is not an easy story to read and I was even more deeply moved, reading it for a second time.  He’s a regular guy.  No military or law enforcement experience, but an experienced marksman and passionate Second Amendment supporter nonetheless, who found that his prior training drills – friendly competitions with friends – and hunting experience served him, and his community, very well — when he most needed it.  Very religious, very humble, very funny and very much in love with his large family.  He showed me a photo of his growing family on his phone and proudly told me that all of his adult children, their spouses and an ever-increasing number of grandchildren, have chosen to build homes and live on his family’s land, together.  He said that the shooting at the church and its aftermath has brought his close family even closer.

Now…It’s Up to Each of Us

I’ll leave you with this thought:  Volunteering for Iowa Firearms Coalition has been personally rewarding for me and has afforded me opportunities – like GunCon – that I would probably not have experienced…or would have experienced differently.  I have no special skills, but am an ardent supporter of our RKBA and other rights granted by God and enshrined in our U.S. Constitution.  There is NO reason that any of you cannot become more involved.

What we have been witnessing over the last week in Ukraine should be the final argument ever to be made regarding the right to keep and bear arms and the absolute necessity of it. I’m personally over hearing how I need to give up my rights due to someone’s insensitivity and ignorance. Especially from people who are so hypocritical. We know that is not the case, it sure is funny seeing them want to strip guns from us one day then arm a whole country the next.

We are seeing first hand the importance of being properly armed against tyrants. It is an absolute tragedy that is taking place currently. With it come stories of heroism from an unsuspecting underdog, Ukraine. We are hearing of the desperations of a cowardly madman blatantly lying to his people. Telling them it’s an exercise, that they are strategically targeting military, meanwhile women and children are dying. Hospitals, schools, and malls being bombed. The brave Ukrainians are knocking off entire tank columns, and squadrons of fixed and rotary wing aircraft. Bolstering their morale while crushing the Russians!

Even when outgunned and outnumbered, the fighting spirit is a force multiplier and to never be counted out. Something that was overlooked by Russia this time, as well as us during Vietnam, Iraq, and Afghanistan. The fighting spirit is an unknown variable which makes strategizing difficult. Which is exactly why I laugh when I hear someone comment about not being able to fight against a certain government who has tanks, jets, and bombs. Never disregard those who have something to fight for.

Instead of confiscating firearms during a disaster *ahem* hurricane Katrina *ahem* the government of Ukraine began to arm every abled bodied person with not just guns, but machine guns, creating a well-regulated militia of private citizens. A tried-and-true method! 

Soon enough everyone got involved, from the brewery making spicy cocktails to Grandma offering sunflower seeds to a lonely Russian soldier on a street corner. Everyone came together for a common goal, freedom. Now if only some of the ordnance we foolishly left behind in Afghanistan could find its way into the hands of the Ukrainians.

I understand it’s not really the “Russians” fault as much as the responsibility lies on President Putin. It’s clear from the many abandoned vehicles and equipment and the surrendering Russians troops that they too were lied to and they don’t want to be fighting against innocent people. I think one thing that is being overlooked is that the Ukrainian people aren’t a true enemy of Russia, so I could see how it would be difficult to just open fire on them. While I was serving in Afghanistan I met soldiers from many countries, aside from the language barrier, we were really all of the same mindset. We weren’t there to hurt innocent people. 

What will come of these freedom fighters, we may not know for a while. What will happen to their newfound machine guns should they repel the invasion, I’m curious to find out. Will they turn them back in, will they be allowed to keep them once registered, or will they secretly store them out of non-compliance like a real patriot! This is history in the making, as well as history repeating. I truly hope the issue is resolved as quickly as possible but Putin has played the card of coward and I fear it’s only just beginning.

Who Voted For & Against HF517 – The Biggest Gun Bill in Iowa History

 

The Iowa Senate has officially passed the largest pro-gun bill in state history. House File 517, also known as the Omnibus Gun Bill, passed the Senate by a 33-17 margin on Tuesday, April 4th. The bill had an amendment, you can read it here, which means it’ll go back to the House for a concurance vote (which we expect it to pass easily) before going to Governor Branstad’s desk.

The following Senators not only voted Yes on HF517, they also stood and testified in favor of the bill, often countering outrageous claims made by opponents of HF517. We encourage you to reach out to all the Senators who voted yes on HF517, but these seven most certainly deserve thanks.

Just tell them you’re an Iowa Firearms Coalition supporter and you appreciate their Yes vote on HF517. You’d be surprised how few people take the time to thank those who do the right thing.
