IFC keeps a list of the legislative work we’re intimately involved with for you all to absorb.  Yes, we have a tremendous number of wins which is why we need your membership as we continue our work.  Pay special attention to not only the wins, but the bills we’ve worked to kill.  If you want your state to turn into the next Illinois, New York, or California, let your foot off the gas, and you’ll see those bills ushered into law, just like other states.  What you might need to investigate are the issues that “died from inaction” down through the years.  Those are bills we desperately need, but legislators didn’t choose to support with a vote when we needed it.  You should be asking them why, and if you’d like to know how they performed across the board, the IFC-PAC keeps a Legislator Scorecard so there is no mistake on their ranking on Second Amendment virtues here in Iowa.

2024 – 90th General Assembly

PASSED – HF2586 – Students First Safety Act – A bill for an act relating to school security, including the use of school security personnel by school districts and authorizing school employees to be issued professional permits to carry weapons, and including effective date provisions. (Formerly HSB 675.)

– A bill for an act relating to school security, including by modifying provisions related to the issuance of school bonds, requiring schools to conduct school safety reviews and have access to a public safety answering point, establishing the firearm detection software grant program within the department of homeland security and emergency management, requiring the department of public safety to convene a task force related to the safety and security standards of schools and school infrastructure
PASSED – HF2464 – Second Amendment Privacy Act
A bill for an act relating to merchant category codes for transactions involving firearms and ammunition, firearm registries and records, and providing civil penalties. (Formerly HSB 671.)
PASSED – HF2556 – Preemption Clarity and Strengthening
– A bill for an act relating to damages against participants in firearms regulation violations by political subdivisions, and including effective date provisions. (Formerly HF 518.)
PASSED – HF2421 – FFL Liability Limits
– A bill for an act relating to firearms by limiting civil liability of federal firearms licensees who enter into voluntary firearm hold agreements with individuals. (Formerly HF 2080.)
DIED FROM INACTION* – HF2639 – A bill for an act relating to vehicle registration plates, including registration plate frames and Gadsden flag special registration plates.(Formerly HF 2424, HSB 615.) *Bipartisan support and passed the House, passed Senate subcommittee and committee, placed on debate calendar, but never debated and never passed by Republican-controlled Senate.

DEFEATED – HF 2297 – Bans the sale or transfer of ammunition feeding devices accepting or that may be “readily converted” to accept more than 15 rounds. Aggravated misdemeanor punishable by up to two years in prison and fines of $855 to $8540.
DEFEATED – HF 2129 – “Weapon Violence Research and Report” The bill appropriates $75,000 to the University of Iowa to research and report on “weapon violence” in the state and to research and report on “policies and practices” in other states.
DEFEATED – HF 2130 – Requires DPS/NICS background checks via FFLs for transfers of all firearms, including private transfers. The only significant exceptions are for intra-family transfers.
DEFEATED – SF 2085 – Requires DPS/NICS background checks via FFLs to “acquire” pistols and revolvers in private (non-FFL) transfers. No exclusion for intra-family transfers.
DEFEATED – SF2080 – Bans the sale or transfer of ammunition feeding devices accepting or that may be “readily converted” to accept more than 15 rounds. Aggravated misdemeanor punishable by up to two years in prison and fines of $855 to $8540.

2023 – 90th General Assembly

PASSED – HF317 – An Act relating to taking certain animals that are deemed a nuisance
HF654* –
Safer Families Act – *Passed by the House, placed on unfinished business in the Senate at the end of the session.  A mini-omnibus bill, this was IFC’s highest priority in the 90th General Assembly (2023/2024)Provisions of this failed bill included:

  • A much-needed correction to an erroneous word introduced into Chapter 724.15 in 2021. The error has resulted in the Iowa Courts wrongly prohibiting persons sentenced for certain misdemeanors from possessing firearms for two or three years.
  • “Cleanup” language (Chapters 724, 483A, 321G) in wake of changes made in 2021, including:
    • Repeal of the obsolete “Manner of Conveyance” hunting statute that prohibits having a long gun in a vehicle on a public highway unless it and its magazines are unloaded and the gun is broken down or cased
    • Repeal of obsolete and confusing statutory language regarding carrying firearms on ATVs/snowmobiles
  • Elimination of several of the few phony “No Guns” zones remaining in Iowa law:
    • Publicly accessible and non-secure state and local government parking lots
    • Correctional facility parking lots (in locked vehicles in non-secure lots)
    • Regents’ university and community colleges (weapons in locked private vehicles)
    • Vehicles transporting children in foster care
    • Repeals the prohibition on casino management approving lawful carry of guns
  • Firearm Safety and Hunter Safety Instruction Programs in Schools
  • Allowed certain qualified retired law enforcement officers to carry firearms on school grounds
  • Persons with a Permit to Carry Weapons may have a concealed pistol or revolver in their vehicle while picking up or dropping off at a school

DIED – SF 2250 – Prohibited public or private employers from restricting the otherwise lawful carrying, possession, or transportation of firearms and ammunition that is out of sight in a locked private vehicle. 
DIED – SF 2317 – Unless otherwise permitted by law, current law generally prohibits a person from having or carrying a [long] gun in or on a vehicle on a public highway unless the gun is taken down or totally contained in a fastened case and with its barrels and attached magazines unloaded. A person conveying an assembled, unloaded gun is subject to a scheduled fine of $35. A person conveying a loaded gun is subject to a scheduled fine of $70. This bill repeals the prohibition and strikes the associated scheduled fines.
